The parent or Learning Coach is expected to be highly involved in the student’s day-to-day education and serves as the primary instructor. Families work with a credentialed Supervising Teacher to create a personalized learning plan and may select from Compass-approved curriculum choices.
Options families also receive Educational Support Resources that can be used for approved curriculum, materials, lessons, classes, and services from Compass-approved Community Providers. These resources are specific to the Options Program and are not the same model used in the Online Program.

Educational Support Resources
Applies primarily to: Options Program
Each Options scholar receives Educational Support Resources for approved educational materials and services. Families and Supervising Teachers work together to determine appropriate purchases based on the student’s academic goals, grade-level standards, learning style, progress, enrollment date, and other program factors.
The Master Agreement and Family Order Agreement must be completed before orders can be placed. Families submit requests to their Supervising Teacher, who reviews the request before it is processed through Compass. Orders may be restricted if the family is not meeting Master Agreement requirements, such as submitting required work, activity logs, or maintaining communication with the school.
Online Program Funding
Applies to: Online Program
The Online Program does not operate like the Options Program’s parent-directed Educational Support Resource model. Compass supplies the structured curriculum, technology, and materials appropriate to the student’s grade level and program. Families should not assume that Online scholars receive the same flexible provider-spending resources available to Options families.
Community Providers & Enrichment
Applies primarily to: Options Program
Compass maintains an approved Community Provider network that allows Options families to access curriculum, educational products, instructional services, and enrichment opportunities. Families should work with their Supervising Teacher before beginning services or requesting a purchase.
Approved providers may offer in-person or virtual services. Compass requires providers to complete its approval process, and publicly funded services and materials must be nonsectarian.
Compass does not appear to operate a Gorman-style school-run drop-off enrichment center where students regularly attend recurring in-house classes. Instead, Compass relies more heavily on approved outside Community Providers, school-organized activities, clubs, workshops, events, and field trips.
Both Online and Options students may participate in Compass clubs, enrichment workshops, community events, and field trips, but the Options Program is the pathway that gives families the most flexibility to use approved outside providers.
Special Education, IEPs & 504 Plans
Applies to: Both Online and Options Programs
Compass Charter Schools provides special education and related services to eligible students with IEPs. Compass describes its special education model as being delivered primarily in a virtual independent-study environment, with services based on each student’s individual IEP.
Each student with an IEP is also assigned a general-education Supervising Teacher so the student can participate in the general education curriculum and school activities. Special education services may include virtual instruction, related services, accommodations, and other supports identified in the IEP.
Students With an Existing IEP

Families enrolling a student with an existing IEP should provide current special education documentation so Compass can review the student’s needs and determine how services will be delivered within its virtual independent-study model.
Compass operates as its own local educational agency for special education purposes and follows applicable state and federal special education law as well as El Dorado County Charter SELPA requirements.
Requesting a Special Education Evaluation

Parents who believe their child may have a disability may request a special education assessment. Compass states that families should speak with the student’s teacher or support team, and parents may submit a written request for evaluation.
If a student is found eligible, the IEP team determines appropriate services, accommodations, goals, and supports based on the student’s individual educational needs.
Section 504 Plans
Applies to: Both Programs
Compass also provides Section 504 accommodations for qualifying students. A 504 Plan is individualized to the student and is designed to ensure equal access to Compass curriculum, programs, and activities.
Compass’s Board Policy states that students who may qualify under Section 504 must be evaluated, and families are invited to participate in the 504 team process.
Benchmark & Diagnostic Testing

Compass uses STAR Renaissance for benchmark and diagnostic assessment.
Compass states that one of a student’s first assignments is a STAR diagnostic assessment in areas such as early literacy, reading, or mathematics. STAR results are used to identify academic needs, establish baseline performance, monitor progress, and determine whether additional support may be needed.
Compass currently states that benchmark assessments are administered:
- at the beginning of the school year
- again around the middle of the school year
- and at the end of the school year
Compass also uses Freckle instructional activities and other academic supports when assessment results indicate that a student needs additional help.
Academic Intervention

When STAR results, coursework, teacher observations, or other indicators show that a student is struggling, Compass may provide additional instructional support through its Multi-Tiered Systems of Support, or MTSS, process.
Support may include targeted instruction, tutoring, additional practice, small-group or one-on-one instruction, progress monitoring, or other interventions.
For Online Program students, Compass teachers may directly adjust or customize online assignments, lessons, assessments, and instructional supports within the structured Online Program.

Benchmark Testing & Continued Independent Study

Compass has historically treated benchmark testing as part of its independent-study academic requirements. Its Options handbook has stated that failure or refusal to participate in benchmark assessments can trigger an evaluation of whether independent study remains appropriate for the student.
Because benchmark testing is a local school assessment, it is different from CAASPP. California’s statutory CAASPP opt-out provision does not automatically apply to STAR benchmark testing.
Families who wish to decline STAR should review the current Compass Master Agreement and current assessment policies before doing so.
CAASPP State Testing

Compass students participate in applicable California statewide assessments because both programs are public-school independent-study programs.

- California Science Test: Grades 5 and 8 and once in high school
- Alternate assessments for students whose IEPs require them
- Other state assessments when applicable
Compass strongly encourages eligible students to participate in state testing and explains that low participation can negatively affect school accountability and charter renewal.
Can Parents Opt Out of CAASPP?

Yes. California Education Code Section 60615 allows a parent or guardian to submit a written request excusing a student from some or all applicable CAASPP testing.

Compass has implemented California’s K–2 reading-difficulties screening requirement using Amira. Compass announced that K–2 students would participate in the Reading Difficulties Screener in alignment with California Education Code Section 53008.
This screening is separate from both STAR benchmark testing and CAASPP.
Master Agreement & Independent-Study Requirements

Students must complete the Compass enrollment process and have a signed Master Agreement before beginning courses. Students generally cannot be concurrently enrolled at Compass and another public or private K–12 school, except for permitted community-college participation.

Vaccination & Health Requirements

Compass requires incoming students to provide immunization records. However, its current Scholar Handbook explains that students who are not compliant with California vaccination requirements may be excluded from classroom-based instruction unless they qualify for an exemption.
Because Compass is primarily virtual and independent study, this distinction matters. A student’s participation in classroom-based activities may trigger different health requirements than purely home-based participation.

Community Provider Instructor Requirements

Compass may approve outside Community Providers for instructional services, enrichment activities, educational products, curriculum, and other supplemental resources.
An outside tutor or enrichment instructor does not automatically become the student’s public-school teacher of record simply because Compass uses public funds to pay for the service. Compass’s credentialed Supervising Teacher remains responsible for the student’s independent-study program.
Families should also understand that Compass applies its own provider onboarding, documentation, pricing, content, and approval requirements before public funds may be used with a provider.
In-Person Enrichment & Learning Centers
