What Is Elite Academic Academy?
Elite Academic Academy is a public charter organization built around flexible independent-study education.
Families can choose among three main learning academies:
- Elite Homeschool Academy — TK–12
- Elite Flex Academy — TK–8
- Elite Virtual Academy — Grades 6–12
These programs differ significantly in how much instruction is provided by parents versus Elite teachers.
That makes Elite useful for families who want home-based education but need different levels of structure and teacher involvement.
Elite Homeschool Academy
The Elite Homeschool Academy, or EHA, serves students in TK through Grade 12.
This is Elite’s most traditional homeschool-style pathway.
Parents serve as the student’s primary day-to-day instructor while working closely with a California credentialed Elite Educator.
Elite states that each family works with its educator to create a personalized learning plan based on the student’s:
- Learning style
- Interests
- Academic level
- Educational goals
- Individual needs
Parents then implement the daily learning plan at home.
What Is the Parent’s Role in Elite Homeschool Academy?
Elite is very clear that parents play a major instructional role in its Homeschool Academy.
Parents or guardians are expected to:
- Plan and carry out daily lessons with support from the Elite Educator
- Provide academic instruction daily in at least two subjects
- Help the student follow the personalized learning plan
- Make sure required assessments are completed
- Work closely with the assigned teacher
Students are expected to participate in approximately 4–6 hours of educational activities per day, depending on grade and individual learning needs.
What Does the Elite Educator Do?
The credentialed Elite Educator acts as the family’s primary school contact.
According to Elite, the educator helps:
- Create the personalized learning plan
- Recommend curriculum
- Suggest educational resources
- Monitor student progress
- Document learning
- Assess progress during learning periods
- Provide weekly tutoring
- Review attendance
- Collect portfolio samples
- Support families academically
This is a collaborative homeschool model rather than a purely independent private homeschool arrangement.
Elite Flex Academy
The Elite Flex Academy serves students in TK through Grade 8.
Flex is designed for students who want more structure and routine than the Homeschool Academy while still learning primarily from home.
Students may use:
- Online curriculum
- Offline curriculum
- A combination of both
- Individual pacing guides
- Weekly teacher support
- Small-group instruction
- One-on-one instruction
- In-person project-based learning opportunities
Flex students complete schoolwork daily and submit work weekly.
Elite states that students are required to connect with their Elite Educator at least twice each week.
Elite Virtual Academy
The Elite Virtual Academy serves students in Grades 6–12.
This is Elite’s most fully online program.
Students complete 100% online coursework while receiving support from:
- A Teacher of Record
- Content Teachers
- School counselors
Content Teachers provide:
- Live instruction
- One-on-one support
- Small-group support
- Assignment feedback
Students also participate in an Advisory class designed to provide academic support, social-emotional learning, and peer interaction.
Elite Homeschool vs. Flex vs. Virtual
| Feature | Homeschool Academy | Flex Academy | Virtual Academy |
|---|---|---|---|
| Grades | TK–12 | TK–8 | 6–12 |
| Parent is primary instructor | ✅ Yes | Shared responsibility | ❌ Less |
| Teacher-led instruction | Supportive | ✅ Regular | ✅ Major component |
| Curriculum flexibility | ✅ Highest | Moderate | More structured |
| Online learning | Optional | ✅ Online/offline mix | ✅ 100% online |
| Weekly teacher support | ✅ | ✅ | ✅ |
| Live instruction | Supplemental | ✅ | ✅ |
| In-person opportunities | ✅ | ✅ | Field trips/events |
| Educational funds | ✅ | Program-dependent | ✅ Available |
| Best fit | Parent-directed homeschooling | Families wanting structure | Independent online learners |
Elite’s biggest distinction is that families can choose among three levels of structure instead of one single independent-study model.
Curriculum Flexibility at Elite
Elite states that it does not believe one curriculum works for every student.
The school works with multiple traditional and digital curriculum providers so families can select materials that fit the student’s needs and learning style.
In the Homeschool Academy, families work directly with their Elite Educator when choosing curriculum.
High-school homeschool families also work with an Elite counselor to develop a personalized four-year academic plan.
Does Elite Academic Academy Provide Educational Funds?
Yes.
Elite states that students receive instructional monies to support their educational program.
Those funds may be used for approved curriculum and, when funds remain, qualifying services through Elite vendors such as:
- Tutoring
- Extracurricular activities
- Educational lessons
- Enrichment
Elite Homeschool Academy also specifically states that credentialed teachers guide families in the use of educational funds.
Current Funding Amount
Elite publicly confirms that educational funds are available, but I could not verify a clearly published 2026–27 per-student dollar amount from Elite’s current public website.
For that reason, families should confirm the current amount directly with Elite before enrolling.
Are Educational Funds Paid Directly to Parents?
No.
Elite’s educational funds are public-school instructional funds used through approved school purchasing procedures.
Families work with Elite Educators and approved providers rather than receiving public education money as unrestricted cash.
Does Elite Have Approved Vendors?
Yes.
Elite refers to outside educational businesses as Community Partners.
These providers are vetted by Elite and may provide supplemental educational materials or services.
Elite currently highlights categories including:
- Athletic lessons, clinics and camps
- Technology classes
- Visual arts
- Performing arts
- Music lessons
- Instrument rental
- Field trips
- Educational travel
- Supplemental curriculum
- Enrichment
Parents may also request that a new provider be considered for approval.
Community Partner Rules
Elite emphasizes that Community Partners supplement the school’s educational program rather than replace instruction from Elite.
Its partner policies state that outside providers may offer supplemental curriculum and enrichment while Elite remains responsible for the student’s core educational program.
Elite’s published materials also state that Community Partners must provide secular educational services when those services are purchased with public charter funds.
Does Elite Offer In-Person Activities?
Yes.
Depending on the student’s academy and location, students may have access to:
- Field trips
- Workshops
- Clubs
- Project-based learning
- Enrichment programs
- Athletic opportunities
- Performing arts
- Community-provider classes
- School assemblies
- Talent shows
Virtual Academy students can participate in both virtual and in-person field trips and activities.
Flex students also have in-person project-based learning opportunities designed to build relationships within the school community.
Does Elite Offer Live Online Classes?
Yes.
Live instruction is especially important in the Flex and Virtual Academies.
Virtual Academy Content Teachers provide:
- Live lessons
- One-on-one assistance
- Small-group support
- Academic feedback
Flex Academy also provides regular virtual instruction and teacher interaction.
Elite Virtual Academy Curriculum
Elite Virtual Academy uses a fully online curriculum aligned with California standards.
The school states that the program includes:
- A–G courses
- Career Technical Education pathways
- Visual and Performing Arts
- AP courses
- Electives
- Concurrent community-college enrollment
- NCAA-approved coursework
This makes the Virtual Academy especially relevant for middle- and high-school students who want flexible scheduling without giving up a structured academic program.
Elite High School
Elite serves students through Grade 12.
High-school opportunities include:
- A–G coursework
- Advanced Placement
- CTE pathways
- Dual/concurrent enrollment
- Credit recovery
- Accelerated coursework
- Electives
- College counseling
- Personalized four-year planning
Virtual Academy students work with counselors to choose courses based on graduation requirements, interests, and future goals.
Credit Recovery and Acceleration
Elite operates Level Up Virtual Academy, a year-round option that allows students to recover credits or accelerate coursework.
For 2026, Level Up begins July 1 and allows students to complete accelerated semester courses through Elite’s Canvas platform.
Available coursework includes core academic subjects, Spanish, CTE pathways, and other Virtual Academy courses.
Does Elite Support Students With IEPs or 504 Plans?
Yes.
Elite states that Virtual Academy students with IEPs and 504 Plans receive support from credentialed special-education teachers and appropriate accommodations.
Families with existing plans should discuss service delivery with Elite before enrolling, especially because services may differ between Homeschool, Flex, and Virtual pathways.
Does Elite Require State Testing?
Yes.
Elite students are enrolled in a California public charter school and participate in applicable state testing.
Virtual Academy currently describes testing that includes:
- i-Ready Reading
- i-Ready Math
- CAASPP
- California Science Test
- Physical Fitness Testing at applicable grades
Homeschool and Flex students also remain subject to applicable California public-school assessment requirements.
What Counties Does Elite Academic Academy Serve?
Elite operates two separate charter entities:
Elite Academic Academy – Lucerne
Authorized by Lucerne Valley Unified School District in San Bernardino County.
Elite Academic Academy – Mountain Empire
Authorized by Mountain Empire Unified School District in San Diego County.
Elite’s current Virtual Academy enrollment information lists students from:
- Los Angeles County
- San Bernardino County
- Orange County
- Riverside County
- Inyo County
- Kern County
- Imperial County
- San Diego County
Because different counties may enroll through different Elite charter entities, families should verify which Elite charter serves their home address.
Is Elite Academic Academy – Lucerne a Public School?
Yes.
The California Department of Education identifies Elite Academic Academy – Lucerne as:
Public School: Yes
Charter: Yes
Grades: K–12
Status: Active
District: Lucerne Valley Unified
County: San Bernardino
Charter Number: 1923
Virtual Instruction: Primarily Virtual
How Many Students Attend Elite Academic Academy – Lucerne?
CDE reports approximately:
1,187 students
for the 2025–26 school year.
Is Elite Academic Academy Free?
Yes.
Elite is a tuition-free California public charter school.
Its current enrollment information confirms that families do not pay tuition to enroll.
Elite Academic Academy Enrollment
Elite is currently maintaining a 2026–27 year-round waitlist.
During enrollment, families choose among:
- Flex Academy
- Homeschool Academy
- Virtual Academy
Availability may depend on:
- Student grade
- County
- Charter authorization
- Academy selected
- Teacher capacity
- Available enrollment space
Families should confirm their eligibility and current waitlist status directly with Elite.
Who Might Like Elite Academic Academy?
Elite may appeal to families looking for:
- Parent-directed homeschooling
- Curriculum flexibility
- Educational funds
- Approved community providers
- Credentialed teacher support
- A blended Flex option
- Fully virtual middle/high school
- Live teacher support
- Enrichment
- Athletics
- Art and music
- High-school A–G courses
- AP coursework
- CTE
- Dual enrollment
- Credit recovery
- TK–12 continuity
Its biggest advantage is the ability to choose among Homeschool, Flex, and Virtual Academies depending on how much parent instruction and teacher structure the family wants.
Elite Academic Academy vs. Private Homeschooling
| Elite Academic Academy | Private Homeschool |
|---|---|
| Public charter school | Family operates independently |
| Tuition-free | Family generally purchases curriculum |
| Educational funds available | No charter funding |
| Credentialed teacher oversight | Parent independently directs education |
| Public-school requirements apply | Greater independence |
| State testing applies | Different requirements |
| Community Partners available | Family independently selects providers |
| Curriculum must meet public-school requirements | Family has broader curriculum control |
| Virtual and teacher-led programs available | Family arranges outside instruction |
Neither model is automatically better.
Elite provides public-school resources, educational funding, teacher support, and multiple learning pathways, while private homeschooling generally gives families more independence from public-school oversight.
Special Education, IEPs & 504 Plans
Elite Academic Academy provides special education and related services to eligible students under the Individuals with Disabilities Education Act (IDEA). Elite’s own Special Education Procedural Handbook says the school is responsible for identifying, evaluating, and serving students with disabilities and for providing a free appropriate public education.
Students With an Existing IEP
Families enrolling a student who already has an IEP should provide current special education records so Elite can review the student’s services, goals, accommodations, and placement needs. Elite’s special education procedures apply to students through age 22 who qualify for special education.
Because Elite is an independent-study charter school, families should discuss how the student’s existing services will be delivered in the selected Elite program before enrollment. The student’s IEP team remains responsible for determining appropriate services and supports.
Requesting a Special Education Evaluation
Elite has a Child Find responsibility to identify, locate, and evaluate students who may have disabilities and need special education services. Elite’s current Parent-Student Handbook directs families who suspect a disability to contact the student’s Academy Director for next steps.
A special education evaluation is different from general academic intervention. A student may receive academic support first, but a parent may still request a formal special education evaluation if a disability is suspected.
Section 504 Plans
Elite also provides Section 504 accommodations for eligible students. Elite states that it collaborates with parents, teachers, and specialists to develop 504 plans addressing each eligible student’s individual needs.
A 504 Plan generally provides accommodations and access supports, while an IEP includes specially designed instruction and related services for students who qualify under IDEA.
i-Ready Benchmark & Diagnostic Testing
Elite uses i-Ready diagnostic assessments in English language arts and mathematics as a major part of its local academic monitoring system. Elite’s current Lucerne charter-renewal materials say i-Ready is administered at the beginning, middle, and end of the school year to measure student progress and identify academic gaps.
Elite also uses additional local assessments, teacher-created formative assessments, portfolios, work samples, and performance-based measures throughout the year.
TK–2 Screening
Elite’s current renewal materials also identify Multitudes assessments for students in TK–2 as part of its early literacy and numeracy monitoring. These assessments are separate from CAASPP and from the regular i-Ready diagnostic cycle.
Academic Intervention & Learning Labs
When benchmark data, coursework, work samples, or teacher observations show that a student needs additional support, Elite may provide targeted academic intervention.
One of Elite’s main intervention programs is its Learning Labs. Students are nominated by their Teacher of Record and meet virtually with a Learning Lab coach for approximately one hour per week for at least ten weeks. Each session targets a specific ELA or mathematics skill, and students may also work on their individualized i-Ready learning pathway.
Elite states that Learning Lab coaches monitor student progress and communicate progress to the student’s Teacher of Record and family. A progress report is also provided at the end of the semester.
Academic intervention does not automatically mean special education. A student may receive targeted tutoring, additional practice, curriculum adjustments, or Learning Lab support before or alongside consideration of a special education evaluation.
CAASPP State Testing & Parent Opt-Out Rights
Elite students participate in applicable California statewide assessments because Elite is a public charter school.
California’s Smarter Balanced CAASPP assessments apply to:
- Grades 3–8
- Grade 11
The California Science Test is administered in grades 5 and 8 and once in high school.
California Education Code Section 60615 gives parents or guardians the right to submit a written request excusing their child from applicable CAASPP testing. That right applies to charter-school students as well.
However, the CAASPP opt-out provision should not automatically be assumed to apply to Elite’s local i-Ready diagnostic assessments.
Why Elite Emphasizes Benchmark Participation
Elite uses i-Ready data not only for individual instructional planning but also as part of its broader school accountability and charter-renewal process.
California’s verified-data framework for charter renewal is based on Education Code Section 47607.2, created through AB 1505, and CDE maintains the official verified-data criteria used in charter renewal.
Elite’s current renewal materials specifically identify i-Ready beginning-, middle-, and end-of-year diagnostic assessments as local measures of academic growth.
That is one reason Elite treats benchmark testing as an important school requirement rather than simply an optional diagnostic families may choose to use.
Master Agreement, Work Samples & Academic Progress
Elite students remain public-school independent-study students and must comply with the school’s independent-study requirements.
Elite’s current renewal documents describe regular Learning Period meetings, approximately every 20 school days, during which teachers, students, and parents review academic progress, attendance, work samples, and mastery of standards.
Work samples and other evidence of learning are therefore part of Elite’s ongoing documentation process, not just optional portfolio items.
California independent-study law also requires charter schools offering independent study to follow the state’s independent-study rules, including academic progress, written agreements, reengagement procedures, and teacher supervision. CDE confirms that charter schools offering independent study must comply with those requirements.
Vaccination & Health Requirements
California treats students in fully home-based independent study differently from students receiving classroom-based instruction.
CDE states that students enrolled in an independent study program with no classroom-based instruction are not required to have immunizations for school entry.
This distinction matters for Elite because the school offers virtual, homeschool, and blended learning options.
Families participating only in home-based independent study may fall under this exception. However, families who use recurring classroom-based or site-based instruction should confirm current health requirements with Elite because classroom participation can affect how California immunization requirements apply.
Community Partners & Enrichment Center Rules
Elite works with vetted Community Partners to provide supplemental educational and enrichment services. Elite’s official Community Partner directory states that outside partners are intended to supplement, not replace, educational services provided by Elite’s credentialed educators.
Elite offers Community Partner services such as tutoring, academic enrichment, arts, music, athletics, STEM, and other educational opportunities. Families may also request that Elite consider a new provider.
Community Partner Safety Requirements
Elite’s current Community Partner agreement requires providers to submit extensive documentation before approval.
For personnel who may have contact with Elite students, the requirements include:
- California DOJ/FBI Live Scan fingerprint clearance
- liability insurance
- business licenses or applicable certifications
- site safety procedures
- resumes or documentation of instructor qualifications
- required vendor agreements and school approval
Elite also requires Community Partners to provide services that supplement rather than replace the core educational program provided by Elite’s credentialed educators.
Do Community Partner Teachers Have to Be Credentialed?
Not automatically.
Elite’s official provider materials distinguish between its own Credentialed Elite Educators and outside Community Partners. The outside provider supplements Elite’s program and does not become the student’s Teacher of Record simply because charter funds are used to pay for the service.
A tutor, music instructor, art teacher, or enrichment-center instructor therefore does not automatically have to hold a California public-school teaching credential unless the particular position or service independently requires one.
In-Person Enrichment
Elite offers substantial in-person enrichment through its Community Partner network.
Its current official partner directory includes providers offering tutoring, elective classes, athletics, music, martial arts, arts, STEM, and other services throughout the areas Elite serves.
Elite also operates its own enrichment programming, including VAPA, athletics, CTE opportunities, clubs, field trips, and other student activities.
This means Elite families can combine home-based independent study with approved outside enrichment opportunities while Elite remains the student’s public school.
Non-Compliance & Continued Independent Study
Independent study is not completely unsupervised homeschooling.
California requires independent-study charter schools to monitor participation and satisfactory academic progress. CDE explains that independent-study programs must maintain procedures for tiered reengagement and intervention when students are not participating or progressing as required.
For Elite families, this means continued participation depends on meeting school requirements such as completing assigned work, communicating with teachers, participating in required academic monitoring, providing work samples, and maintaining satisfactory progress.
Failure to meet these requirements can trigger intervention, reengagement procedures, or a review of whether independent study remains appropriate for the student.
| Topic | Same across Elite programs? | Important difference |
|---|---|---|
| IEP / Special Education | Mostly yes | Services are individualized. Delivery may look different in Homeschool, Flex, or Virtual depending on the student’s IEP and program structure. |
| 504 Plans | Yes | Same legal rights, but accommodations may be implemented differently depending on whether the student is mostly parent-led, virtual, or receiving more live support. |
| CAASPP | Yes | Same state testing rules and same parent opt-out right for all three programs. |
| i-Ready / benchmark testing | Yes | Elite treats required local assessments as schoolwide requirements. The intervention that follows may look different by program. |
| Academic intervention / Learning Labs | Mostly yes | Learning Labs and MTSS can serve students across academies, but day-to-day support differs. Flex has substantially more scheduled live instructional support. |
| Master Agreement | Yes | All are independent-study students and must meet school requirements, but each program has different instructional expectations. |
| Work samples / academic progress | Yes | Homeschool relies more heavily on parent-supported work and consultations; Virtual progress is more visible inside the online platform; Flex combines online/offline work with frequent teacher interaction. |
| Credentialed teacher oversight | Yes | Teacher role is different: Homeschool educator partners with parent; Flex provides more intensive teacher contact; Virtual teachers provide more direct online instruction. |
| Community Partners / vendors | Not equally relevant | Most relevant to Homeschool and Flex. Virtual is much more school-directed and does not rely on outside providers in the same way. |
| Educational funding | Not identical | Elite says educational funding can be available in Homeschool, Flex, and Virtual, but the practical flexibility is greatest in the parent-directed programs. (Elite Academic Academy) |
| Vaccination / health | Same underlying law | Could differ depending on whether the student participates in classroom-based/in-person instruction. Flex is the program where this distinction matters most. |
| In-person instruction | No | Flex has much more of it. Homeschool is parent-led with teacher consultation. Virtual is the most online-oriented. |
The biggest program difference is Flex.
Elite’s current handbook says Flex TK–8 students have weekly virtual instructional meetings, individualized pacing guides, and may meet with credentialed staff as often as three times per week. Parents are still expected to teach lessons daily and support coursework, but Flex is intentionally designed for students who need more hands-on teacher support.
Current Elite renewal materials go even further: Flex can include scheduled live sessions such as ELA, math, science and social studies support, study hall, targeted math intervention, electives, and accelerated courses.
By comparison, Homeschool Academy is the most parent-directed. Elite says the parent remains the primary provider of instruction and works with an Elite educator to build an individualized learning plan.
And Virtual Academy is the most school-directed online model. Elite describes it as a fully immersive virtual pathway, with teacher-led online support and a more structured curriculum.
